In 2022, the American Council for an Energy Efficient Economy (ACEEE) ranked California #1 of 50 states in its energy efficiency scorecard, for reasons including new bold actions in energy efficiency delivery and equity. Energy Division’s Energy Efficiency Branch oversees the policies and a portfolio of programs scored in this national assessment.
The total regulated energy efficiency program administrator budget totals to over $820 million annually, with tangible program impacts that reduce energy demand and thus reduce costs of procuring new generation and transmission to meet demand. The energy efficiency program administrators regulated by the California Public Utilities Commission (CPUC) include investor owned electric and gas utilities, and networks of local governments, namely Regional Energy Networks (RENs), and Community Choice Aggregators (CCAs). A CPUC decision in 2021 newly established that up to 30% of the investor Owned Utilities' annual budgets may target equity and market support objectives. The majority or totality of RENs budgets may target equity objectives due to the trust of communities in programs designed by local representation.
As regulators overseeing these EE program administrators, our priority is not only achieving energy savings and climate goals (to double statewide energy efficiency savings in electricity and natural gas end uses by 2030), but simultaneously ensuring that the portfolio of EE programs advance equity through aligning policy and programs with environmental and social justice goals set by the CPUC and state statutes.
Under the general direction of the Program and Project Supervisor, the analyst’s role includes developing policy recommendations, soliciting, reviewing, summarizing, and incorporating stakeholder input or proposals, and compiling data and presenting analytical evidence in support or rebuttal of policy options or proposals.
In general, the staff’s role in policy implementation includes proactive anticipation of risks and challenges, identifying gaps and inconsistencies in policy’s effectiveness, and ensuring data is collected for evaluation of the success of decision directed activities. The position thus requires an ability to conduct complex economic, policy and/or technical analyses and research.
Specifically, the analyst will make recommendations to Commissioners, Judges, and Energy Division management on various EE proceedings for regulated entities. These recommendations could include:
Approval of existing and new EE programs and budgets.
Changes in policies to ensure a portfolio that balances EE programs deliver cost-effective impact with EE programs advance equity through meaningful input from and delivery to underserved and disadvantaged communities.
Evaluation of EE program administrators’ progress on reaching energy savings, carbon reduction, and/or environmental and social justice goals.
Additionally, the analyst role consists of other duties, including but not limited to:
Overseeing regulated entities’ implementation of CPUC orders, such as EE program administrators’ proposed strategies and budget for serving hard-to-reach customers for a more equitable statewide portfolio.
Acting as a team leader and project coordinator on internal working groups, such as the annual review and approval of program administrators’ energy efficiency portfolio budget.
Coordinating with Energy Division staff that oversee income qualified programs, solar generation, battery storage, and other customer facing programs.
Supporting other team leads, e.g. to oversee IOUs’ solicitations for third party implementers to design and deliver programs.
Lead representative for directing and overseeing the California Energy Efficiency Coordinating Committee (CAEECC), a stakeholder collaborative whose purpose and structure is evolving to facilitate greater inclusion from diverse and historically marginalized voices in the design and implementation of EE programs.
