Under general direction of the Executive Director, Environmental Health and Safety (EH&S), incumbent is assigned responsibility for the management of campus Research Safety and Compliance programs, complex relationships, and medical provider agreements, requiring a broad perspective and understanding of the health and welfare of the campus community. The incumbent is responsible for management and oversight of campus wide plans, policies, and procedures to assure compliance with federal, state and local requirements regarding Radiation Safety, Chemical Safety, Biosafety, and Occupational Health programs. The position serves as an official campus liaison with the Federal, State, County and City agencies in such matters, and these decisions have a high degree of impact on the University. This position recommends, develops, and implements innovative programs and systems that address regulatory requirements and best professional practices for research safety. Improvements and innovations are accomplished through the use of business improvement principals and sound management practices while adhering to EH&S team agreements. Major responsibility involves planning, organizing and assuring consistency in the quality and implementation of campus wide research safety and compliance programs, policies and procedures. The Assistant Director provides compliance, consultation, and training services. He/she works in conjunction with EH&S staff to develop and implement campus health and safety programs and exercises the highest level of professional judgment in addressing the most difficult problems facing a major research university. Responsibility for the promotion, development, design and implementation of a comprehensive culture of safety within laboratory and research areas and under the direction of the Deputy Director including:
Biological, Radiological/Laser and Chemical Hygiene, Research Process Safety,
Research compliance authorizations/Committees: RSC, RDSC,IBC, CSUA and IACUC,
Laboratory PPE program,
Inventories of chemicals, radiologicals and biological agents,
Management systems for divisional programs and processes;
Medical Waste Certified Autoclave permitting and training,
Dangerous goods shipping,
USAMRMC Safety Program,
Emergency Support Team response and participation,
Comprehensive laboratory/teaching laboratory inspection program to assure compliance and safe use and handling of chemicals, biologicals, toxic gases, controlled substances, fire and life safety, hazardous wastes, training, SOS, and performance of potentially hazardous processes (LBSS)
Investigation and follow up for laboratory related accidents, incidents and exposures
Consultation for the use of safety equipment, implementation of safe and appropriate work practices and procedures(SOPs) and use of appropriate personal protective equipment
The position requires a Bachelor's degree in environmental health science, industrial hygiene, safety, environmental management, resource management, biology, chemistry, public health or related fields and ten years of professional experience desired. The ten years should include at least four years of supervisory and program development experience. A Master's degree in an appropriate field of Environmental Health & Safety may be substituted for two years of the required experience.
Demonstrated leadership qualities. Experience in planning, communication, supervision, conflict resolution, and decision-making.
Communication skills necessary to effectively deal with difficult personnel issues.
Ability to manage and direct a diverse group of professional/administrative staff in the performance of their duties.
Ability to communicate effectively in a full range of forums such as meetings, presentations, and written expression.
Skills to utilize the latest in computer technology.
Knowledge to recognize and effectively deal with health and safety issues which may generate adverse media coverage for the University.
Demonstrated skill to effectively represent the University to regulatory agencies and the media.
Ability to work with University officials and regulatory agencies.
Ability to analyze a wide range of information, both text and financial, into coherent summaries and reports.
Ability to maintain confidentiality.
Knowledge of California and federal regulations, standards and guides published by various professional organizations and the ability to understand, analyze, interpret, and effectively apply these standards and guides.
Practical skills in applying management and technical skills.
Understanding of regulations and technical practices relating to biosafety, radiation safety, chemical safety, occupational health, and injury and illness prevention.
Demonstrated ability to provide the necessary leadership to coach, motivate, and lead a highly diverse staff to provide appropriate health and safety program to the University community.
Proven experience with Lab Safety and/or Lab Compliance programs
Ability to perform one-week assignments as the 24-Hour-On-Call Primary Emergency Responder several times per year.
Demonstrated technical expertise in all EH&S areas managed, with professional certification in at least one area of the field of Environmental Health and Safety.
Knowledge of federal and state regulatory requirements and standards related to occupational health and biosafety, and experience in their application to University environment.
Clear knowledge of the University goals with regard to health and safety issues so that adequate direction and supervision of staff can be provided.
General knowledge of state and local codes and regulations relating to health and safety matters within the University. Knowledge of the legislative process.
Knowledge of University policies and procedures pertaining to personnel and business administration.
Must have a valid California driver's license and participate in the DMV Pull Program.
