The Right of Way Enforcement (ROWE) Division of Public Works has a full-time, unlimited Manager opportunity.
We are looking for a strong leader who has strong technical and customer service skills to build up our Right of Way Enforcement team. Do you feel success when you’re supporting a team? Right of Way Enforcement Division of Public Works issues citations for both on-street, off-street, and private property parking violations. It administers vehicle booting and towing for the City, provides parking enforcement for sporting events, special events, holidays, concerts, and after-hours university events, and performs field checks and investigations of contested tickets. This position is located at the Wellington Webb Building and is not a field position.
As a ROWE Manager, you will expect to:
Triage the work duties and responsibilities for ROWE Agents, handle citizen inquiries/complaints regarding right of way
Work with the public and remain courteous and calm while providing great customer service skills receive extensive training that will provide you with the tools to be successful
Have extremely strong attention to detail, timeliness with deadlines/emergencies and documentation skills
Be able to collect data and product reports for Right of Way Enforcement
Manage and be point of contact with contracts and vendor agreements
Represent the section’s positions, initiatives and interests with a focus on the delivery of superior customer service; ensures staff is sufficiently knowledgeable and dynamic regarding customer service protocols and performance expectations
Implement initiatives, and achieves goals, objectives, and key performance indicators (KPIs) for the section. Optimizes performance of the section by meeting or exceeding the established KPI performance benchmarks
Organize and applies section’s standards, procedures, systems and guidelines
Implement policies, programs, operating procedures and practices for the section and effectively manages operating costs. Ensures all budgets remain at or below established targets
Coach, mentor, and challenge staff to succeed in their careers. Champion continuous improvement, including devising new strategies and new opportunities. Lead staff development initiatives that include training, development, and succession planning
Develop goals, documents performance, provide performance feedback and formally evaluates the work of the employee; provide reward and recognition for proper and efficient performance. Assist staff to achieve performance standards and identifies opportunities for continual improvement to performance standards
Foster an atmosphere of innovation in order to challenge the organization to think creatively, especially as it relates to positive citizen and customer experience opportunities
Ability to track data using various software programs and be proficient with MS Office
While the full pay range of this Job Classification is $81,572.00/year - $130,515.00/year. Our hiring range is $81,572.00/year - $106,044.00/year depending on education, experience and qualifications.
Our ideal candidate will have:
A Master’s degree
Over three years of experience with managing teams, including having supervisor direct reports
Leadership skills and ability to work independently
Be a strong team lead with innovative ideas and acumen to analyze data
Open to changes, be flexible, with ability to adapt
Strong and dynamic customer service skills at an experienced managerial level
Strong communication and solution skills via email, verbal and have knowledge/experience in explaining rules and regulations that may interface with difficult situations
Proactive ability with providing strong, prompt customer service responses
Experience using Salesforces, Autoreturn, have knowledge of parking technology used for ROWE

Education: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
Experience: Three (3) years of supervisory experience.
Positions with no subordinate supervisors require three (3) years of professional level experience rather than the three (3) years of supervisory experience.
License/Certifications: By position, requires a valid Driver's License at the time of application.
Licenses and certifications must be kept current as a condition of employment.
Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
